Francisco Bielsa was born in 1959 in Madrid, Spain. Bielsa graduated in 1982 in architecture from the Central University of Venezuela. Since 1984 he has been an instructor of architectural design at this same institution and also at Jose Maria Vargas University. He has worked with very important Venezuelan architects such as Carlos Gomez de Llarena and Moises Benacerraf, in the Cristobal Rojas Visual Arts School and the Union Bank Tower. Bielsa also worked with Jimmy Alcock on the Kavac House in Caracas. During 1989 and 1990, he traveled to New York to work with the architect Richard Meier on the city hall and library project in The Hague, Netherlands.
